Jevgeni Ossinovski was born in the city of Kohtla-Jarve in 1986. He received a degree in philosophy from the University of Tartu, cum laude, in 2007; a master's degree in philosophy, cum laude, from Warwick University in 2009; and a master's in comparative politics, cum laude, from the London School of Economics and Political Science in 2010.
Ossinovski was the minister of education and research in the government of Estonia (2014-2015) and the minister of labour (2015-2018). He was also the leader of the Social Democratic Party (2015-2019). He then turned to local politics becoming a member of the Tallinn city council in 2021 and chaired the council from 2021 to 2023. Jevgeni Ossinovski was elected as mayor of the Estonian capital on 14 April 2024.
