Les Polonais vont voter pour des représentants politiques en trois niveaux
Le gouvernement local polonais comprend trois niveaux administratives : 16 provinces ou régions (connus localement comme voevodeships) , en tête desquels siège un gouverneur nommé centralement et une assemblée élue ; 315 communes (ou powiats) avec un conseil élu, sous divisés en 2494 municipalités (gminas en Polonais) avec un conseil et un maire élus. Les conseilleurs et les maires sont élus pour 5 ans et les élections municipaux s’achèveront par un deuxième tour si un candidat n’arrive pas à dépasser les 50% du suffrage.
Les élections sont les premières après les modifications du Code électorale passée en Juin. Ils sont d’importance essentielle pour l’ordre politique du pays car les perspectives du parti conservatif PiS de consolider le pouvoir qu’il a au niveau national sont bien réelles. Sinon, de nouvelles lignes de division de la société Polonaise seront établies et on pourra considérer la campagne électorale du Parlement européen officiellement ouverte, ainsi que celle des Législatives plus tard en 2019. C’est notamment au niveau régional que la partie considérable de la distribution des fonds Européens est décidée, donc les enjeux sont naturellement élevés.
Concernant le droit de vote, c’est accordé aux Polonais adultes ou les étrangers siégeant d’une manière permanente au pays, sous une régistration préliminaire.
