Estonian municipality trials citizen budget scheme

North Sakala will allow citizens to allocate 40,000 euros wherever they wish

For the first time ever the Estonian municipality of North Sakala will allow its citizens to take part in forming of the local budget. 40,000 euros were set apart for citizens who will decide how the money will be spent in 2020. According to local officials such budgetary practices are “manifestations of participatory democracy and a tool for implementing the principles of open government”.

The goal of the North Sakala government is to get citizens involved in the process and thus help them understand how local budgeting works in practice. They will be able to put forward proposals and shine the spotlight on problems they consider require immediate attention. Citizens are invited to the municipal government’s session on 18 September to discuss their ideas and ask question about the budget scheme.

Citizens will be able to submit their proposals starting 20 September either on paper at the municipal office or online via an electronic form. Proposals will then be considered by a committee of experts put together by the local government and will then be put to a vote by citizens on 1 November. Any citizens over 16 will be able to vote for up to three projects.
